I am dirested to infern you that this Government has been in commmication with the Commissioner of Commerce at Ottowa regarding certain cargo consigned to firme on the Black list and other cargo bearing many marks but consigned to order, which appeared on the outward manifest of the S. 3. "Express of Hassis" for the voyage ending at Hongkong on the

2nd. September.

The cargo in question had all bem læded in Japan and wanila before the vessel reached Hongkong, but I am to draw your attention to the undesirable aetion of your Company in carrying such cargo .
